Temporary Foreign Worker Insurance Program - 2010

The ABC has renewed its agreement with the Canadian Nursery and Landscape Association (CNLA), whereby members can continue to participate in the ‘HortProtect’ insurance program for their foreign workers.  The insurance program provides a group insurance plan for temporary foreign worker’s private health/medical benefits, who do not participate in the Seasonal Agricultural Work Program (SAWP) i.e. Filipinos, Nicaraguans etc.

Details of the insurance package are on the attached pdf. file, including an ‘electronic’ brochure and application forms with contact information.  The insurance coverage summary details all the benefits and coverage amounts, including...

 

  •    Participation in the insurance plan is open to all ‘eligible producers’ of the Alberta Beekeepers Commission.
  •     Coverage for hospital/medical expenses to a maximum amount of $500,000.00.
  •     A benefit for repatriation of a worker’s remains in the event of death of $5,000.00.
  •     A monthly premium of $55.00 per month, per (single) person up to the age of 65, plus applicable taxes.
  •     Members should be aware that the ‘HortProtect’ insurance program contains exclusions/limitations of coverage when their workers are temporarily working out of the province.  Ultimately, the insurer needs to be advised when the         worker leaves the province, whereby coverage will only be provided for 30 days and coverage’s may be limited (i.e. a medical procedure completed in BC will be reimbursed based on guideline costs for the same procedure completed     in AB, but we have been told there is really not much difference in medical procedure costs between provinces).  Members who have their workers outside of the province of Alberta working temporarily, should contact Debbie Buck at     The Investment Guild – 1.800.459.8990 debbiebuck@investmentguild.com, for more detailed information.
  •     It is important that members have WCB coverage for their employees, since the plan contains an exclusion of coverage for ‘work related’ injuries or illnesses.

Temporary Foreign Workers - Service Canada Changes

Service Canada has recently implemented new advertising requirements and LMO application procedures, due to the government’s insistence of a 'Canadian First' philosophy attributed to the economic recession and rising unemployment rates.  For the most part, affected members either have their foreign workers already in the country, have foreign workers scheduled to arrive in the country shortly, or are waiting for the final processing of work permits/visas.  Therefore, the more stringent conditions will not apply to most members this 2009 season.

Update - Phillippine Overseas Labour Office (POLO)

 

In February, the ABC Labour Committee informed members of an additional requirement implemented by the Philippine Overseas Employment Agency (POEA) regarding hiring Philippine workers, in which the hiring company and the worker's LMO/contract documents now have to be verified and approved by the Philippine Overseas Labour Office (POLO) in Vancouver.  Subsequently, the Labour Committee arranged for the implementation of a streamlined process by the POLO office, to ensure that all members submitted documents would be immediately processed with the approval sent 'electronically' to the POEA in the Philippines.

Since early February, numerous members have been receiving confirmation that their documents were being processed, whether by phone or fax.  

Members who also sent in a self addressed envelope with their documents, may get back copies of the approved documents for their records.  At this time, the committee is only aware of one member who has received back copies of their approved documents.  Hopefully, other members will also receive their documents back in the near future.

Apiary Workers (5 positions)- NOC 8431  ($11.75 to $14.00/hr.) needed full time (48+ hrs./wk) for April thru October 2010 in Stony Plain, Alberta.  Accommodations and transportation provided. Work will be done during the weekdays as well as weekends.  All applicants must be in good physical condition and able to work in a team environment.  The Apiary Workers must be able to work in the presence of honey bees and will assist with colony management and honey extraction/processing.  Minimum 2+ years of experience with bees required.  Tim Townsend, TPLR Honey Farms Ltd.
